Can the hazardous chemicals be delivered by mail or courier?

Pursuant to Article 13 of the CHEMICAL SUBSTANCES CONTROL ACT (화학물질관리법), hazardous chemical substances shall be transported by a hazardous chemical substances supervisor or a person who has received safety education on hazardous chemical substances. So, in principle, hazardous chemical substances shall not be delivered by mail or courier.

 

However, in the case of i) reagents for test, research, and examination or ii)  sample products manufactured or imported by a company which has obtained the hazardous chemical business license or reported the reagent sales business for the purpose of not sale but R&D, trial use, etc., transportation by mail or courier is allowed except for the following hazardous chemical substances:

-      Carbon tetrachloride (CAS No. 56-23-5) and mixtures containing 1% or more thereof

-      Methylhydrazine (CAS No. 60-34-4) and mixtures containing 1% or more thereof

-      Methyl bromide (CAS No. 74-83-9) and mixtures containing 1% or more thereof

-      Carbon disulfide (CAS No. 75-15-0) and mixtures containing 0.1% or more thereof

-      Ethylene oxide (CAS No. 75-21-8) and mixtures containing 0.1% or more thereof

-      Methyldichlorosilane (CAS No. 75-54-7) and mixtures containing 10% or more thereof

-      Propylene oxide (CAS No. 75-56-9) and mixtures containing 0.1% or more thereof

-      Methyltrichlorosilane (CAS No. 75-79-6) and mixtures containing 10% or more thereof

-      Trichlorovinylsilane (CAS No. 75-94-5) and mixtures containing 10% or more thereof

-      Hexachlorocyclopentadiene (CAS No. 77-47-4) and mixtures containing 25% or more thereof

-      Dimethyl sulfate (CAS No. 77-78-1) and mixtures containing 0.1% or more thereof

-      Tetraalkyl lead and mixtures containing 1% or more thereof

-      Chloroacetic acid (CAS No. 79-11-8) and mixtures containing 25% or more thereof

-      Toluene diisocyanate and mixtures containing 25% or more thereof

-      Methyl chloroacetate (CAS No. 96-34-4) and mixtures containing 25% or more thereof

-      Furfural (CAS No. 98-01-1) and mixtures containing 1% or more thereof

-      Benzyl chloride (CAS No. 100-44-7) and mixtures containing 25% or more thereof

-      Phenylhydrazine (CAS No. 100-63-0) and mixtures containing 1% or more thereof

-      Tributylamine (CAS No. 102-82-9) and mixtures containing 25% or more thereof

-      Epichlorohydrin (CAS No. 106-89-8) and mixtures containing 0.1% or more thereof

-      Acrolein (CAS No. 107-02-8) and mixtures containing 1.0% or more thereof

-      Allyl chloride (CAS No. 107-05-1) and a mixture containing 25% or more thereof

-      2-Chloroethanol (CAS No. 107-07-3) and mixtures containing 1% or more thereof

-      Propiononitrile (CAS No. 107-12-0) and mixtures containing 25% or more thereof

-      Acrylonitrile (CAS No. 107-13-1) and mixtures containing 0.1% or more thereof

-      Allyl alcohol (CAS No. 107-18-6) and mixtures containing 25% or more thereof

-      2-Propyn-1-ol (CAS No. 107-19-7) and mixtures containing 25% or more thereof

-      n-Propyl chloroformate (CAS No. 109-61-5) and mixtures containing 25% or more thereof

-      n-Butylamine (CAS No. 109-73-9) and mixtures containing 25% or more thereof

-      Malononitrile (CAS No. 109-77-3) and mixtures containing 25% or more thereof

-      2-Butyne-1,4-diol (CAS No. 110-65-6) and mixtures containing 25% or more thereof

-      Di-n-butylamine (CAS No. 111-92-2) and mixtures containing 25% or more thereof

-      Trifluoroacetyl chloride (CAS No. 354-32-5) and mixtures containing 1% or more thereof

-      Carbon monoxide (CAS No. 630-08-0) and mixtures containing 25% or more thereof

-      Hexamethylene diisocyanate (CAS No. 822-06-0) and mixtures containing 25% or more thereof

-      tert-Butyl isocyanate (CAS No. 1609-86-5) and mixtures containing 25% or more thereof

-      Dichlorosilane  (CAS No. 4109-96-0) and mixtures containing 10% or more thereof

-      Crotonaldehyde (CAS No. 4170-30-3) and mixtures containing 1% or more thereof

-      Picric acid (CAS No. 88-89-1) and mixtures containing 25% or more of its salts, excluding explosives

-      Titanium tetrachloride (CAS No. 7550-45-0) and mixtures containing 1% or more thereof

-      Trifluoroborane (CAS No. 7637-07-2) and mixtures containing 1.0% or more thereof

-      Ammonia (CAS No. 7664-41-7) and mixtures containing 10% or more thereof

-      Phosphorus trichloride (CAS No. 7719-12-2) and mixtures containing 25% or more thereof

-      Bromine (CAS No. 7726-95-6) and mixtures containing 1.0% or more thereof

-      Fluorine (CAS No. 7782-41-4) and mixtures containing 25% or more thereof

-      Chlorine (CAS No. 7782-50-5) and mixtures containing 25% or more thereof

-      Germane, Germanium tetrahydride (CAS No. 7782-65-2) and mixtures containing 1% or more thereof

-      Hydrogen sulfide (CAS No. 7783-06-4) and mixtures containing 25% or more thereof

-      Silicon tetrafluoride (CAS No. 7783-61-1) and mixtures containing 1% or more thereof

-      Phosphine (CAS No. 7803-51-2) and mixtures containing 1% or more thereof

-      Trichlorosilane (CAS No. 10025-78-2) and a mixture containing 10% or more thereof

-      Phosphorus oxychloride (CAS No. 10025-87-3) and mixtures containing 25% or more thereof

-      Phosphorus pentachloride (CAS No. 10026-13-8) and mixtures containing 25% or more thereof

-      Chlorine dioxide (CAS No. 10049-04-4) and mixtures containing 1% or more thereof

-      Nitric oxide (CAS No. 10102-43-9) and mixtures containing 1% or more thereof

-      Boron trichloride (CAS No. 10294-34-5) and a mixture containing 10% or more thereof

-      Diborane (CAS No. 19287-45-7) and mixtures containing 25% or more thereof

-      Inorganiccyanide compounds and mixtures containing 1% or more thereof, excluding Ferric ferrocyanide, Potassium ferrocyanide, Potassium ferricyanide, and mixtures containing one of them

-      Arsenic (CAS No. 7440-38-2) or its compounds and mixtures containing 0.1% or more of arsenic compounds

-      Mercury (CAS No. 7439-97-6) or its compounds and mixtures containing 1% or more of mercury compounds, excluding Mercuric sulfide, Mercuric iodide, Mercuric oleate, Amino mercury(II) chloride, Mercury(II) fulminate, and mixtures containing one of them


If the hazardous chemical reagents or sample products are transported in compliance with international transportation rules and their package is not opened, they can be delivered as they are.

 

However, if the hazardous chemical reagents or sample products are repackaged, they shall comply with Korean inner and outer packaging rules as follows:

n  Inner packaging

-      Internal containers that come in direct contact with hazardous chemical reagents, etc. shall be strong enough not to ignite when subjected to heat and external pressure, and shall be able to be sealed so that the contents do not leak to the outside.

-      The outer shape of the container shall not be damaged (dented, twisted, etc.), and the material of the container shall be chemical resistant polyethylene, etc. that does not undergo deformation (corrosion, cracking, etc.) due to chemical reaction with hazardous chemical substances.

-      If a glass container is used according to the nature of the hazardous chemical substance, it shall be made of a material strong enough to withstand external shocks during delivery.

-      Containers for hazardous chemical substances that are likely to generate toxic gases due to heat and chemical reactions, etc. shall be safe containers of high-strength without leakage such as heat-resistant containers, containers that have passed the inspection in accordance with the HIGH-PRESSURE GAS SAFETY CONTROL ACT (고압가스안전관리법), etc.

-      In order to prevent external leakage when the container is damaged, internal packaging materials shall be made of polyethylene, etc. having no chemical reactivity with hazardous chemical substances.

-      The capacity of containers that can be shipped by courier for hazardous chemical reagents, etc. is within 1L of the case of flammable gas, within 5L in the case of flammable liquid, and within 18L in the case of other hazardous chemical substances.

-      Labeling of inner container/packaging shall comply with the subparagraph 3 (a) of Table 2 attached to the ENFORCEMENT RULE OF THE CHEMICAL SUBSTANCES CONTROL ACT (화학물질관리법시행규칙) .






n  Outer packaging

-      Outer packaging shall be a solid box in which partition or fixing styrofoam, etc. is placed to prevent inner containers from colliding with each other.

-      In the empty space of outer packaging, buffer and absorbent shall be placed to prevent hazardous chemical substances from leaking to the outside.

-      If there is a risk of an accident caused by the interaction, etc. of hazardous chemical substances spilled or leaked from separate products, individual products shall not be bundled up in a outer package box.

-      Sum of length, width, and height of the outer packaging shall not exceed 130cm. And each length, width, and height shall not exceed 60cm.

-      Labeling of outer packaging shall comply with the subparagraph 2 (a) of Table 2 attached to the ENFORCEMENT RULE OF THE CHEMICAL SUBSTANCES CONTROL ACT.
